The infographics of this matter was made by the Analysis Group of Harghita County Council, and it examines the population of bears, wild damages and hunting quotas. According to a study the optimal number of bears in Harghita County should be 340, while the hunting associations’ estimations show more with 1010 specimens. This matter leads to the fact that bears need to enter populated areas and often encounter people throughout their food-obtaining journeys. Even though these bears run away in these situations, most of the times this encounters end up with attacks.  In Timiș County for example a rate of 16% was approved to be hunted, while in Harghita County this rate was only 3, 9% in the last year’s season.

“The analysis of the bears’ situation is complicated; there are several controversial points of views and data. The infographics are not only showing key-data which are pointing out the often opposing matters, but also generate further questions, assumptions, providing debates in order to bring this problem to the surface and to deal with them – stated Mr. László Bencze, employee of the Analysis Group and  creator of the infographics.”

Mr. Csaba Borboly, the President of Harghita County Council brought up this matter for its optimal resolution. He is working on every possible platform in Brussels so to include the part about human injuries into the three-year revision report of Natura2000 strategy. The president asked the EPP Group to take further measures in order to solve the bear issue at the session of the Commission for the Environment, Climate Change and Energy (ENVE), held on 20th November. However, it is hard to amend those regulations which already received several specialized proposals before, and the groups formulate oppositions only about political decisions, but not about passages regarding concrete, practical life situation. In addition, Csaba Borboly also consulted with Mr. Roby Biwer, the regulation’s rapporteur, and member of the PES Group to the Committee of the Regions, who agreed on trying to include the ‘human injuries’ part within the section related to the prevention of potential conflicts.

“Obviously this procedure is very difficult to implement on the EU’s platforms, but we are working on it, and I also ask the DAHR to support the draft within the EPP, in order to convince the EPP group of the Committee of the Regions to support my proposal” – pointed out Mr. Csaba Borboly.
